Furthering his education, he obtained an MBA from the Massachusetts Institute of Technology (MIT), equipping him with advanced skills in business administration and strategic planning.

Professional Journey

Saudi Aramco: Building a Corporate Foundation

Alibrahim’s career commenced at Saudi Aramco, where he held several key positions that honed his expertise in mergers, acquisitions, and project management. Notably, he served as:

These roles provided him with a deep understanding of large-scale project execution and strategic business development.

In 2016, Alibrahim transitioned to public service as an Advisor at the Ministry of Economy and Planning. His capabilities led to his appointment as the Vice Minister in February 2018, a position he held until May 2021. During this period, he was instrumental in formulating policies aimed at economic diversification and sustainable development.

Minister of Economy and Planning

Digital Transformation

Under his leadership, Saudi Arabia has made substantial progress in digital competitiveness, rising 20 places in the Digital Competitiveness Report 2021, ranking second among G20 countries.

2022 Digital Census

In May 2022, the Ministry launched the Kingdom’s first digital census, enhancing data accuracy and supporting evidence-based policymaking.

  • Chairman of the General Authority for Statistics.
  • Member of the Council of Economic and Development Affairs (CEDA).
  • Board Member of the Public Investment Fund, National Development Fund, and Royal Commission for Riyadh City.
  • Participant in committees such as the Finance Committee, Strategic Management Committee, and National Transformation Program Committee.

These roles enable him to contribute to shaping policies across multiple sectors, ensuring cohesive progress towards national objectives.

Alibrahim’s leadership has garnered international acknowledgment:

  • Young Global Leader by the World Economic Forum in 2020, recognizing his potential to influence global economic landscapes.
  • Member of the UCLA Health International Advisory Board, reflecting his commitment to global health and development issues.

Vision for Saudi Arabia’s Economic Future

Alibrahim envisions a diversified economy driven by innovation, private sector participation, and sustainable development. His strategies focus on:

  • Enhancing Human Capital: Investing in education and skills development to prepare the workforce for future challenges.
  • Promoting Innovation: Encouraging research and development to foster a knowledge-based economy.
  • Sustainable Development: Implementing policies that balance economic growth with environmental stewardship.

Through these initiatives, Alibrahim aims to position Saudi Arabia as a competitive and resilient economy on the global stage.

Strengthening Saudi Arabia’s Economic Framework

Alibrahim’s leadership is not just about implementing Vision 2030 goals — it’s about building sustainable frameworks, empowering the next generation, and positioning Saudi Arabia as a globally competitive nation. Below, we break this down further.

Driving Private Sector Growth

One of Alibrahim’s major strategic focuses has been the strengthening of the private sector. Historically, Saudi Arabia’s economy has been heavily reliant on oil revenues, with government enterprises dominating key sectors. Under Vision 2030, the shift has been toward privatization, entrepreneurial development, and small and medium-sized enterprise (SME) growth.

Alibrahim has consistently emphasized that the private sector should serve as the engine for long-term economic sustainability. Through regulatory reforms, easing of business procedures, and the launch of various financing programs, his ministry has fostered an environment where local entrepreneurs and foreign investors can thrive. By building frameworks that ensure transparency, competitive practices, and innovation, Alibrahim is laying the groundwork for a resilient economy that can weather global uncertainties.

Championing Human Capital Development

While physical infrastructure and economic policies are critical, Alibrahim understands that human capital is at the heart of any country’s success. His policies focus heavily on education reform, skills training, and youth empowerment.

Saudi Arabia’s population is predominantly young, and Alibrahim has been instrumental in steering programs that provide technical training, digital skills, and access to international educational partnerships. His efforts aim to bridge the gap between academic learning and industry needs, ensuring that graduates are well-prepared to contribute to diversified sectors such as technology, healthcare, tourism, and finance.

Moreover, his support for gender inclusion is notable. As part of the broader Vision 2030 reforms, Alibrahim’s ministry has worked to open up more professional opportunities for Saudi women, empowering them to participate fully in the economic landscape.

Advancing Sustainability and Green Growth

Another pillar of Alibrahim’s agenda is ensuring that Saudi Arabia’s growth is environmentally sustainable. While the country has long been associated with hydrocarbons, under Vision 2030, there is a clear push toward renewable energy, circular economy models, and green technology innovation.

Alibrahim has been part of the leadership team shaping policies on climate resilience, water conservation, and smart city development. Initiatives such as the Saudi Green Initiative and Middle East Green Initiative reflect the Kingdom’s commitment to reducing carbon emissions and promoting sustainable practices. Through his ministry’s planning frameworks, Alibrahim is embedding sustainability into every layer of economic development — making sure that today’s progress does not come at the expense of tomorrow’s resources.

Strengthening International Collaboration

Alibrahim’s vision extends well beyond national borders. As a regular participant in global forums — including the World Economic Forum (WEF), G20 meetings, and regional cooperation bodies — he is shaping Saudi Arabia’s role on the international stage.

He has championed cross-border collaborations in areas like digital transformation, trade diversification, and investment flows. By positioning Saudi Arabia as a hub for innovation and economic partnerships, Alibrahim is attracting global interest and expanding the Kingdom’s influence in key global economic discussions. This international engagement also serves to bring in best practices and global expertise that can accelerate domestic reforms.

Building Institutional Capacity

One of the often-overlooked but critical areas of Alibrahim’s work is institutional strengthening. Effective economic planning is not just about policy ideas; it requires robust institutions capable of executing plans, monitoring progress, and adapting to change.

Under Alibrahim, the Ministry of Economy and Planning has modernized its internal operations, enhanced data analytics capabilities, and improved cross-ministry coordination. The successful rollout of initiatives like the digital census is evidence of these improvements. By focusing on institutional excellence, Alibrahim ensures that Saudi Arabia’s economic strategies are not just well-designed but also well-implemented.

Conclusion

Faisal F. Alibrahim’s journey from the corporate corridors of Saudi Aramco to the helm of the Ministry of Economy and Planning exemplifies a blend of strategic vision and pragmatic leadership. His multifaceted approach to economic planning, digital transformation, and international collaboration positions him as a central figure in Saudi Arabia’s pursuit of Vision 2030. As the Kingdom continues its transformative journey, Alibrahim’s contributions will undoubtedly play a pivotal role in shaping a diversified and sustainable economic future.
